Accurate as of August 2026 — Portuguese tax and banking procedures do change, so confirm current requirements with your lawyer or fiscal representative before relying on this for a live transaction.

Before we ever get to the fun part — viewings, offers, negotiating — there's a short list of paperwork that has to happen first. Get this sorted early and it's a non-event. Leave it until you've found "the one" and it can genuinely slow down or lose you a deal. This sits ahead of the main Algarve buying process itself — here's the order it actually needs to happen in.

What is a NIF and why do I need one before anything else?

A NIF (Número de Identificação Fiscal) is your Portuguese tax number, and it's the single document everything else depends on. You need it to sign a promissory contract, open a Portuguese bank account, register utilities, and complete a purchase at the notary. Nothing property-related happens without it.

There are a few ways to get one:

  • In person, in Portugal, at a Serviço de Finanças or Loja do Cidadão, by appointment — free of charge.

  • Remotely, through a representative, since non-residents can't self-submit online. A lawyer, fiscal representative, or specialist NIF service submits it on your behalf through the tax portal, using a power of attorney that authorises them to do so.

  • Through some Portuguese consulates, though this varies significantly by location and isn't available everywhere.

If you're outside the EU, EEA, Iceland, Norway or Liechtenstein and you're going to hold a Portuguese tax relationship — which owning property is — you'll generally also need to appoint a fiscal representative in Portugal, and there's a 15-day window to do this after your foreign address is registered. Skipping this isn't a small oversight: penalties for non-compliance range from roughly €75 to €7,500.

The government doesn't charge for issuing the NIF itself — you're only paying for representation, and using an existing lawyer is usually more cost-effective than a one-off NIF service if you're already engaging one for the purchase (we're publishing a dedicated post soon on how to choose that lawyer — keep an eye out for it). If you do use a specialist service, expect a few days' turnaround once your documents are submitted correctly.

Do I need a Portuguese bank account to buy property here?

Not strictly to sign a promissory contract, but practically, yes, and early is better than late. You'll want one for deposit payments, notary settlement, and ongoing costs like IMI (council tax), utilities, and condominium fees once you own. Trying to wire large sums internationally at the last minute, without an account already in place, is one of the more common ways a completion date gets stressful.

To open one, you'll generally need:

  • Your NIF (this comes first — it's required on the account-opening form itself)

  • Valid ID — passport, or an EU/EEA national ID card

  • Proof of address, often a recent utility bill from your home country if you're not yet resident

  • Proof of income or source of funds — payslips, pension statements, or tax returns, depending on the bank

Exactly what's required varies bank to bank rather than being set by a single national rule, so ask your specific bank for their current list before assuming.

Non-residents typically open an account one of three ways: through a representative with power of attorney who attends the bank on your behalf; through a bank's digital onboarding process where one exists; or through a hybrid route — remote application with a single verification step, like a video call or one branch visit. Portuguese banks commonly used by foreign buyers include names like Millennium bcp, ActivoBank, Novobanco, Santander Totta and Caixa Geral de Depósitos, though service levels, fees and remote-opening options differ between them and change over time — we'd suggest asking your lawyer which they'd recommend for your specific nationality and situation.

What does the power of attorney actually cover?

A power of attorney (procuração) is what lets someone act on your behalf in Portugal when you can't be here for every step — which, for most of our international clients, is most of the process. It's typically used to let your lawyer submit your NIF application, open your bank account, and, if you choose, sign the promissory contract or even the final deed if you can't attend in person.

It needs to be properly drafted and signed with a recognised signature — your lawyer will handle the specifics, including whether it needs to be notarised in your home country and apostilled, or whether it can be arranged at a Portuguese consulate. This is one part of the process we'd genuinely discourage doing without a lawyer: a POA that's too narrow can leave your representative unable to act at a critical moment, and one that's too broad hands over more authority than you're comfortable with.

The order that actually works

  1. Appoint a lawyer (or fiscal representative) and grant power of attorney.

  2. Get your NIF.

  3. Open your Portuguese bank account.

  4. Start viewings and make offers with all of this already in place, so there's no delay once you find the right property.

Do it in this order and, by the time you're ready to sign a promissory contract, the paperwork is already behind you rather than racing to catch up with the purchase. How long does it take to get a NIF as a non-resident? There's no fixed statutory timeframe, but once documents are submitted correctly through a representative, confirmation typically arrives within a few business days. Using a private service or an experienced lawyer generally speeds this up compared to going through less-established channels.

Can I buy property in Portugal without visiting in person? Yes, with a properly drafted power of attorney, your lawyer can handle the NIF application, bank account opening, and even sign the promissory contract or final deed on your behalf. Many of our international clients complete a purchase with only one or two trips to Portugal.

Do I need a fiscal representative if I already have a NIF? Not automatically — having a NIF alone doesn't require it if you're resident in the EU, EEA, Iceland, Norway or Liechtenstein. But if you're outside those areas and you hold a Portuguese tax relationship such as property ownership, you'll generally need to appoint one within 15 days of registering a foreign address.

Is opening a Portuguese bank account free? The NIF itself is free to obtain from the tax authority. Bank accounts vary — some Portuguese banks charge account-maintenance fees for non-resident accounts, others don't; it's worth comparing two or three before choosing, since terms differ by institution and change over time.
